Abstract:
The rule removes several NPS units from the applicability of existing special regulations so that the NPS can process permit applications more efficiently. The rule establishes areas at certain memorials on the National Mall where demonstrations and special events would not be allowed in order to preserve an atmosphere of contemplation and reverence. The rule requires a permit for the erection of temporary structures during a demonstration or special event no matter the number of participants. These changes revise existing special regulations. The rule is not expected to be controversial although there may be some objections from First Amendment organizations because this rule places new restrictions on First Amendment activities. |
