Title: Tribal Primacy 
Abstract: OSM is exploring the need for rulemaking that would establish standards governing submission and approval of a tribal regulatory program submitted by an Indian tribe. Approval of a tribal program would allow the tribe to regulate surface coal mining and reclamation operations on reservation lands under the tribe’s jurisdiction.
