Title: Civil Monetary Penalties 
Abstract: This rule will adjust the penalty amount of the civil monetary penalties authorized by the Surface Mining Control and Reclamation Act of 1977. The rule implements the Federal Civil Penalties Inflation Adjustment Act of 1990, as amended by the Debt Collection Improvement Act of 1996. The law requires that civil monetary penalties be adjusted for inflation at least once every 4 years.
