| Title: Toxic Gases and Blasting | |

Abstract:
The Office of Surface Mining Reclamation and Enforcement (OSMRE) intends to propose regulatory changes to ensure that surface coal mining operators prevent injury to people and damage to property from any harm that could result from toxic gases generated by blasting at coal mines, including nitrogen oxide (NOx) and carbon monoxide (CO). The proposed rule would include a definition of "blast area" to help ensure that the areas affected by blasting are properly secured and that the public is adequately protected. It would also specify that toxic gases are one of the dangers posed by blasting. |
