Title: Federal Claims Collection Standards (FCCS) 
Abstract: The Federal Claims Collection Standards (FCCS) are issued jointly by the Secretary of the Treasury and the Attorney General. These regulations prescribe the standards for the administrative collection, compromise, termination of agency collection, and the referral to the Department of Justice for litigation of civil claims by the Federal Government for money or property. The Department of Justice and the Department of the Treasury are issuing this rule to revise and update the FCCS in order to reflect changes in the substantive law and in Government procedures that have taken place since the standards were last issued in March 1984. The General Accounting Office Act of 1996, Public Law 104-316, removed the Comptroller General as a co-promulgator of the FCCS. By a related rule, titled "Federal Claims Collection Standards--Removal of Obsolete Chapter," Justice and the General Accounting Office are amending title 4 of the CFR to remove the now obsolete chapter II.
