| Title: Implementation of the Safe Explosives Act | |

Abstract:
The final rule would adopt interim final regulations that implemented provisions of the Safe Explosives Act (SEA), title XI, subtitle C, of Public Law 107-296, the Homeland Security Act of 2002 (enacted Nov. 25, 2002), which, among other things, requires that each person receiving explosives on and after May 24, 2003, obtain a Federal license or permit. The final rule also removes the rarely issued user-limited permit application and requires documentation of receipt relating to the distribution of explosives. |
