Abstract: The Department of Justice is proposing to amend the regulations of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to clarify that persons currently on parole or probation will not be granted relief from disabilities even where a "compelling need" to possess explosives exists.
