Abstract:
This proposes to amend ATF regulations to codify the interpretation of "straw purchase" (i.e., when an individual falsely claims to be the actual buyer of a firearm but is in fact acquiring on behalf of another in exchange for something of value) to provide clarity as to when a firearm transfer is unlawful. The rule will codify the legal distinctions between unlawful straw purchases and lawful third-party transfers. |
