Title: ●Revising Firearms Transaction Record, Form 4473 
Abstract:

This notice of proposed rulemaking would amend ATF regulations that require licensees use Form 4473, Firearms Transaction Report. Specifically, ATF proposes to streamline identity and residence verification requirements and documents; double the performance timeframe for transactions under a Form 4473 and National Instant Criminal Background Check System (NICS) check; permit electronic forms; allow auto-populating; permit electronic notice; allow attached copies; address private party transfers and firearms handler checks; incorporate ATF rulings and other guidance; and further align regulations with their authorizing statutory text, and minor technical revisions.
