Abstract:
This notice of proposed rulemaking would change the definition of "engaged in the business" as a "manufacturer of firearms," as a "dealer in firearms," and as a "gunsmith" to more clearly delineate when a manufacturers license would not be required to perform any customization of the firearm, regardless of whether the firearms are for sale or distribution so long as the cosmetic procedure does not impact the firearm’s suitability for use. |
