Title: ●Revising Non-Over-the-Counter Firearms Transaction Requirements 
Abstract:

The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) proposes amending Department of Justice (Department) regulations to allow non-over-the-counter (NOTC) firearm sales by federal firearms licensees (FFLs) to unlicensed persons who reside in the same state as the FFL. The proposed changes would remove limitations currently restricting such NOTC firearm sales to only those transfers exempt from National Instant Criminal Background Check System (NICS) background checks. The rule also proposes to permit remote identity proofing and remote background checks, and to permit electronic notices to and from chief law enforcement officers to satisfy the Gun Control Act’s notification requirements for NOTC transactions.
