Title: Federal-State Unemployment Compensation (UC) Program; Data Availability  
Abstract:

The Employment and Training Administration (ETA) is proposing updates to the unemployment compensation (UC) confidentiality regulation found at 20 CFR part 603. The existing regulation took effect in 2006 and underwent minor updates in 2016 in response to the Workforce Innovation and Opportunity Act (WIOA). Under the current rule, states are permitted to disclose confidential UC information to Federal officials for the purpose of UC program oversight and audits.  ETA is now considering an update that would require disclosure of confidential UC information to Federal officials for the purpose of UC program oversight and audits. The Department previously published a request for information that inquired about, among other topics, requiring disclosures to Federal officials, including the Department of Labor Office of Inspector General (DOL-OIG) for the purpose of UC program oversight and audits.  Additionally, the Department requested comments regarding a potential amendment that would require States to submit all claims data on a regular basis to ETA as part of the national UC claims database for the purposes of UC program oversight and audits.
