Title: ●Nondisplacement of Qualified Workers Under Service Contracts: Rescission of Regulations 
Abstract:

On December 14, 2023, the U.S. Department of Labor published a final rule (2023 Nondisplacement Rule) implementing Executive Order 14055, Nondisplacement of Qualified Workers Under Service Contracts (86 FR 66397), which provided that qualified employees on a Federal service contract be given the right of first refusal of employment with a successor contractor if they would otherwise lose their jobs as a result of expiration of the contract. The 2023 Nondisplacement Rule took effect on February 12, 2024. However, on January 20, 2025, President Trump issued Executive Order 14148, Initial Rescissions of Harmful Executive Orders and Actions (90 FR 8237), which revoked, among other items, Executive Order 14055. Pursuant to section 3(a) of EO 14148, the Department will rescind 29 CFR part 9 to fully implement and effectuate the revocation of EO 14055.
