Title: Modifications to the Regulations Implementing Section 503 of the Rehabilitation Act of 1973, as Amended  
Abstract:

The United States Department of Labor is revising its implementing regulations for Section 503 of the Rehabilitation Act of 1973 (Section 503), as amended. The rule will remove the Section 503 regulations' cross-references to the E.O. 11246 authority that, was revoked by E.O. 14173 on January 21, 2025, and will introduce other updates to the Section 503 program including the removal of the utilization goal, related data collection analysis, and disability self-identification requirements.  DOL is also making technical revisions to update the Section 503 regulation’s jurisdictional thresholds, which were adjusted for inflation by the Federal Acquisition Regulation Council on October 1, 2025, pursuant to section 807 of the Ronald Reagan National Defense Authorization Act, codified at 41 U.S.C. 1908.
