Title: Amendment to the International Traffic in Arms Regulations: Exports Made By or For a United States Government Department or Agency 
Abstract: As part of the President's Export Control Reform effort, the Department of State is proposing to amend the International Traffic in Arms Regulations (ITAR) to update and clarify its policy related to exports made by or for a United States Government Department or Agency. The Department determined that the current rules did not adequately explain the situations in which the Department could use the exemption. The proposed rule now clearly distinguishes between temporary imports and exports made by a U.S. Government department or agency and temporary imports and exports made for or on behalf of a U.S. Government department or agency. Additionally, the Department has added provisions to clarify for exporters the types of exports made for or on behalf of a U.S. Government department or agency that are covered by the exemption.
