Title: Elimination of Hearings on Certain Passport Actions and Other Changes 
Abstract: This rule is being revised to provide for erroneously or fraudulently issued revocation of Consular Reports of Birth Abroad, to clarify hearing procedures, incorporate statutory passport denial and revocation requirements for certain sex offenders, and clarify availability of limited direct return passports.
