Abstract:
The Department of State proposes to amend the International Traffic in Arms Regulations (ITAR) to enhance transparency and reduce the regulatory burden for exporters in support of the President’s Executive Order 14268 of April 9, 2025, Reforming Foreign Defense Sales to Improve Speed and Accountability (90 FR 15631). The rule proposes changes to improve clarity in the process of assessing whether if an article or service is described on the USML; revises the definitions of significant military equipment and technical data; restructures the U.S. Munitions List (USML) with separate defense services and technical data paragraphs, and makes other corrections and clarifications in Parts 120 and 126. |
