Title: ●Provisions Pertaining to U.S. Investments in Certain National Security Technologies and Products in Countries of Concern  
Abstract:

In December 2025, Congress enacted the Comprehensive Outbound Investment National Security (COINS) Act as part of the Fiscal Year (FY) 2026 National Defense Authorization Act. Subtitle C of the COINS Act adds Title VIII to the Defense Production Act (DPA) and establishes a statutory framework for the Secretary of the Treasury to (1) require United States persons to provide notification to the Treasury Department regarding certain transactions involving foreign persons who are engaged in activities involving notifiable technologies, and (2) prohibit United States persons from engaging in certain other transactions involving foreign persons who are engaged in activities involving prohibited technologies.
