Abstract: The Department of Homeland Security is implementing Office of Management and Budget (OMB) Circular A-110, "Uniform Administrative Requirements for Grants and Agreements with Institutions of Higher Education, Hospitals, and Other Non-profit Organizations." The rule will apply to institutions of higher education, hospitals, non-profit organizations, and commercial, foreign, and international organizations that are recipients of Federal assistance.
