Title: Cargo Securing on Vessels Operating in U.S. Waters 
Abstract: This rulemaking would create a new requirement for cargo-securing manuals on U.S. vessels of 500 gross tons or more on international voyages. It would also add cargo-securing manual requirements for U.S. and foreign vessels of 500 gross tons or more operating in U.S. waters. In addition, specific reporting requirements for general and containerized cargo lost or jettisoned at sea will be included to establish as means to capture data concerning lost cargo. The new rule is expected to reduce the loss of cargo, including hazardous material, in U.S. waters, as well as reducing injuries related to cargo container related accidents.. In addition, this new rule will enable the Coast Guard to better identify, track, and warn mariners of the threat to navigation posed by cargo lost at sea. Reducing cargo lost in U.S. waters supports the Coast Guard's broad roles and responsibilities of maritime stewardship and safety.
