Title: Validation of Merchant Mariners' Vital Information and Issuance of Coast Guard Merchant Mariner's Documents (MMDs) 
Abstract: This rulemaking describes enhancements to the application procedures for the "Merchant Mariners Documents" required for ocean-going and Great Lakes vessels of over 100 gross tons. This includes showing up physically at a Regional Exam Center (REC) at least once during each application and furnishing proof of identity, and fingerprinting, for a background check.
