Title: Great Lakes Pilotage Rates--2011 Annual Review and Adjustment 
Abstract: The Coast Guard proposes to increase the 2011 rates for pilotage on the Great Lakes to generate sufficient revenue to cover allowable expenses, target pilot compensation, and return on investment. This rulemaking promotes the Coast Guard's strategic goal of maritime safety.
