| Title: Transportation Worker Identification Credential (TWIC) Implementation in the Maritime Sector; Hazardous Materials Endorsement for a Commercial Driver's License | |
| Abstract: The Transportation Security Administration (TSA), in a joint rulemaking with the U.S. Coast Guard, will take final action on the May 22, 2006, Notice of Proposed Rulemaking (NPRM), which proposed standards for conducting security threat assessments and issuing biometric credentials to transportation workers who require unescorted access to secure areas of vessels and facilities. In addition, TSA will finalize standards for determining the comparability of threat assessments conducted in other TSA programs and by other agencies. Comments received on the NPRM will be responded to in the final rule. The Aviation and Transportation Security Act (ATSA) (Pub. L. 107-071; 11/19/2001; 115 Stat. 609) directs the TSA to improve access control in secure areas. The Maritime Transportation Security Act of 2002 (MTSA) (Pub. L. 107-295; 11/25/2002; 116 Stat. 2073) requires that workers with unescorted access to secured areas of vessels and facilities must be subject to a security threat assessment and hold a biometric credential needed to access secured areas. | |
