Title: Adjustment of Passenger Civil Aviation Security Service Fee 
Abstract:

The Transportation Security Administration (TSA) will issue a final rule to finalize the interim final rule (IFR) that restructured the passenger civil aviation security service fee (security service fee) as mandated by amendments to 49 U.S.C. 44940 enacted as part of the Bipartisan Budget Act of 2013, Division A (Budget Act). Under the IFR, which took effect on July 21, 2014, if any part of the passenger's itinerary includes air transportation or intrastate air transportation originating at an airport in the United States, the passenger is required by statute to pay $5.60 per one-way trip. This final rule will also finalize the IFR published in 2001 (66 FR 67698 (Dec. 31, 2001)).

Overall Description of Deadline: The Bipartisan Budget Act of 2013, Division A., sec. 601 (Pub. L. 113-67, 127 Stat. 1165), signed by the President on December 26, 2013, requires TSA to implement the fee increase beginning on July 1, 2014, and to do so by publication of notice of the fee in the Federal Register, "notwithstanding [31 U.S.C. 9701] and the procedural requirements of [5 U.S.C. 553]."
