Title: ●Remote Issuance Process for REAL ID Driver's Licenses and Identification Cards 
Abstract:

This rule would permit States to electronically accept certain documents from individuals electronically when those individuals apply for a REAL ID.  This change would reduce the impact of travel time to reduce the amount of personnel support required of Departments of Motor Vehicle offices while providing security assurance of the documentationUnder the REAL ID Modernization Act, a State may accept identity and lawful status information through the use of electronic transmission methods if: (1) the Secretary of Homeland Security issues regulations regarding such electronic transmission that (a) describe the categories of information eligible for remote electronic transmission, and (b) include measures to ensure the authenticity of the information transmitted, to protect personally identifiable information, and to detect and prevent identity fraud; and (2) the state certifies to the Department of Homeland Security that its use of such remote electronic methods complies with regulations issued by the Secretary. This rule would allow States to update their State Security Plan with security provisions to accept identity documents through electronic submission that are equivalent to in-person submission. This change would assist States in more quickly issuing REAL IDand reduce burden on individuals associated with obtaining REAL IDs. The Secretary has delegated authority for REAL ID to TSA.
