Title: Interest Capitalization 
Abstract:

The Secretary plans to propose to amend 34 CFR 685.202, 685.209, 685.220, and 682.410 relating to circumstances where interest capitalization occurs on Federal student loans, such as when a borrower enters repayment, when a borrower exits forbearance, after defaulting on a Federal student loan, and in the numerous instances where interest capitalization may occur when a borrower is enrolled in an income driven repayment plan created by regulation under the income contingent repayment (ICR) authority.
