Title: Transmission Relay Loadability Reliability Standard
Abstract: The Commission approved the Transmission Relay Loadability Reliability Standard (PRC-023-1), developed by the North American Electric Reliability Corporation (NERC). Reliability Standard PRC-023-1 requires transmission owners, generator owners, and distribution providers to set load-responsive phase protection relays according to specific criteria in order to ensure that the relays reliability detect and protect the electric network from all fault conditions, but do not limit transmission loadability or interfere with system operators' ability to protect system reliability. Pursuant to section 215(d)(5) of the Federal Power Act, the Commission directed NERC to develop modifications to the Reliability Standard to address specific concerns identified by the Commission, (Docket No. RM08-13-000).
