Title: State Energy Program 
Abstract: This action is in response to instructions from the Congress to consolidate the Institutional Conservation Program and the State Energy Conservation Program. The consolidated program will be known as the State Energy Program and will be based on the regulations for the State Energy Conservation Program (10 CFR part 420) as revised to effect the consolidation.
