| Title: Test Procedures for Residential Central Air Conditioners and Heat Pumps | |

Abstract:
The Energy Independence and Security Act of 2007 (EISA 2007) amended the Energy Policy and Conservation Act of 1975 (EPCA) to require the test procedures for all covered products, including central air conditioners and heat pumps, be amended to measure standby mode and off mode energy consumption. On July 14, 2015, DOE published a notice announcing its intention to establish a negotiated rulemaking working group to negotiate proposed test procedures for central air conditioners and heat pumps (80 FR 40938). The working group delivered a final term sheet to the Appliance Standards and Rulemaking Committee (ASRAC) on January 19, 2016. This final rule addresses test procedure requirements for standby mode and off mode, as well as other requirements to test these products. |
