Title: Test Procedure for Three-Phase Commercial Air-Cooled Air Conditioners and Heat Pumps Less Than 65,000 Btu/h 
Abstract:

The Energy Policy and Conservation Act, as amended, (EPCA) requires the U.S. Department of Energy (DOE) to amend its test procedure to be consistent with the amended industry test procedure for covered equipment (small commercial package air conditioning and heating equipment) addressed in the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) Standard 90.1 unless DOE determines that such amended test procedure would not be representative of an average use cycle or would be unduly burdensome to conductIn addition, EPCA requires DOE to evaluate its test procedure for each class of covered equipment once every seven years. This equipment includes small air-cooled commercial package air conditioning and heating equipment which includes three-phase commercial air-cooled air conditioners and heat pumps less than 65,000 Btu/h. If DOE determines that an amended test procedure would more accurately or fully comply with the statutory requirements (i.e., that DOE test procedures: (1) be reasonably designed to produce test results that reflect the energy efficiency, energy use, and operating costs during a representative average use cycle; and (2) not be unduly burdensome to conduct), DOE must prescribe amended test procedures; otherwise, DOE must publish a determination not to amend the test procedures. Once completed, this rulemaking will fulfill DOE’s statutory obligation to either propose amended test procedures for this equipment or determine that the existing test procedures do not need to be amended.
