Abstract:
The Department proposes to withdraw the revised definitions of general service lamp (GSL) and general service incandescent lamp (GSIL) that take effect on January 1, 2020. This proposal would maintain the existing statutory definitions of GSL and GSIL currently found in the Department’s regulations. |

Statement of Need: DOE is proposing to withdraw the revised definitions of General Service Lamps (GSL) and general service incandescent lamps (GSIL) that would otherwise take effect on January 1, 2020, to reduce the regulatory burdens on stakeholders. |

Summary of the Legal Basis: On August 15, 2017, DOE published a notice of data availability and request for information (NODA) seeking data for GSILs and other incandescent lamps. The purpose of this NODA was to assist DOE in making a determination regarding amending standards for GSILs. Comments submitted in response to the NODA lead DOE to re-consider the decisions it had already made with respect to the definitions for GSLs and GSILs.
