Title: ●Cross-Media Electronic Reporting Regulation Interpretive Rule 
Abstract: EPA is issuing an interpretive rule to clarify that the streamlined process under the new part 3 Cross-Media Electronic Reporting Regulation (CROMERR), 40 CFR section 3.1000(a), that allows States, tribes and local governments (authorized programs) to modify their EPA-authorized programs to allow electronic reporting may not be sufficient to amend an authorized program's State Implementation Plan (SIP), and the Clean Air Act requirements for revising SIPs must still be met. This notice would harmonize any potential tension between 40 CFR section 3.1000 and section 51.286, and clarify that while a state may use the part 3 CROMERR process to ensure that a program complies with CROMERR's technical requirements, that process may not be sufficient in itself to amend the content of a SIP.
