Title: National Pollutant Discharge Elimination System (NPDES) Permit Regulations for the Appropriate Use of Offsets With Regard to Water Quality Permitting 
Abstract:

EPA does not intend to pursue this rulemaking because it believes existing authorities are sufficient for the use of offsets to meet water-quality based effluent limitations. EPA's existing policies related to offsets and water quality trading provide support and guidance for these programs.
