Title: NSPS: Municipal Solid Waste Landfills 
Abstract: The purpose of this action is to develop standards for regulating non-methane organic compounds (NMOC) emissions from new and modified municipal solid waste (MSW) landfills under Section 111(b). Section 111(d) requires States to develop emission standards for existing landfills based on EPA guidelines. The intended effect of the standards and guidelines is to require certain municipal solid waste landfills to control emissions to the level achievable by the best demonstrated system of continuous emission reduction, considering costs, nonair quality health, and environmental and energy impacts. ^PEPA has worked with landfill owners and operators, including local governments and private owners, to produce a regulation based on common-sense techniques, providing maximum flexibility for owners and operators, and achieving the desired emissions reductions in the most cost-effective way. The rule focuses on only the largest sources of emissions, thereby avoiding regulation of small landfills where controls would be inefficient and onerous. The rule also provides complete flexibility to design a control system based on the particular, site-specific conditions at each landfill.
