| Title: National VOC Emission Standards for Consumer Products | |
| Abstract: Section 183(e) of the Clean Air Act requires that EPA list those categories of consumer and commercial products (CCPs) that account for at least 80 percent of volatile organic compounds (VOC) from all CCPs in ozone nonattainment areas. The list is to be divided into 4 groups by priority. The EPA is to regulate one group of categories every 2 years until all 4 groups are regulated. The first group must be regulated no later than 2 years after the EPA publishes the list and regulatory schedule. ^PThe EPA has listed for regulation a group of 24 products which are currently regulated by California and several other States. The rule would set VOC content limits for the 24 categories of products. These limitations are currently being met by product manufacturers marketing products in California and other States. A Federal rule would provide consistency and would assist other States in achieving VOC reductions toward their 15-percent rate-of-progress requirements. This rule is supported by both the States and by the consumer products industry. | |
