Title: Implementation of the 1997 8-hour Ozone National Ambient Air Quality Standard: NSR Anti-Backsliding 
Abstract: This action proposes to revise the rule for implementing the 1997 8-hour ozone national ambient air quality standard (NAAQS). The rule will address how nonattainment major new source review (NSR) requirements apply under the anti-backsliding provisions of the implementation rule in response to a partial vacatur by the U.S. Court of Appeals for the District of Columbia Circuit.
