| Title: Issues for Implementation of the 1997 PM2.5 and Ozone NAAQS | |
| Abstract: This NPRM will modify policies related to the state requirements for Reasonably Available Control Measures (RACM) and Reasonably Available Control Technology (RACT) for electric generating units and certain other large emission sources in the rules addressing implementation of the 1997 ozone National Ambient Air Quality Standards (NAAQS) and the 1997 fine particulate matter (PM2.5) NAAQS. This action will revise the policies on how states determine whether RACT requirements can be satisfied by regional emissions trading programs such as the NOx Budget Program and the Clean Air Interstate Rule. This action will also respond to a petition to reconsider how economic feasibility is considered in RACT determinations made under the PM2.5 Implementation Rule. | |
