Title: ●Determinations Concerning Need for Error Correction, Partial Approval and Partial Disapproval, and Federal Implementation Plan Regarding Texas Prevention of Significant Deterioration Program 
Abstract: EPA proposed a rule that addresses prevention of significant deterioration (PSD) permitting for greenhouse gas (GHG) emitting sources in Texas. EPA has identified that it made an error in granting full approval of Texas's PSD program in 1992, and is using the error correction provisions under the Clean Air Act to convert that full approval to a partial approval and partial disapproval. In the same notice, EPA also proposed to implement a federal implementation plan (FIP) to apply the PSD program to newly regulated pollutants, specifically GHG. EPA is concurrently promulgating these actions in an interim final rule. The proposal allowed EPA to take public notice and comment and issue a final rule by May 1, 2011.
