Title: ●Determinations Concerning Need for Error Correction, Partial Approval and Partial Disapproval, and Federal Implementation Plan Regarding Texas Prevention of Significant Deterioration Program 
Abstract: EPA published an interim final rule that addressed prevention of significant deterioration (PSD) permitting for greenhouse gas (GHG)- emitting sources in Texas. EPA identified that it made an error in granting full approval of Texas's PSD program in 1992, and used the error correction provisions under the Clean Air Act to convert that full approval to a partial approval and partial disapproval. In the same notice, EPA put in place a federal implementation plan (FIP) to apply the PSD program to newly regulated pollutants, specifically GHGs. EPA took this action as an interim final rule, and concurrently proposed the same action to allow public notice and comment and issuance of a final rule by May 1, 2011.
