Title: ●Deferral of Application of the Prevention of Significant Deterioration (PSD) and Title V Programs to CO2 Emissions From Bioenergy and Other Biogenic Sources 
Abstract: This action proposes to defer for a period of three (3) years the application of the Prevention of Significant Deterioration (PSD) and Title V permitting requirements to CO2 emissions from boienergy and other biogenic sources. The Agency intends to use this time to seek independent scientific analysis of the complex issues pertinent to the climate impacts of these emissions and to develop a rulemaking on how these emissions should be treated and accounted for in Clean Air Act PSD and Title V permitting.
