Title: ●Action to Ensure Authority to Issue Permits Under the Prevention of Significant Deterioration Program to Sources of Greenhouse Gas Emissions: Federal Implementation Plan for Jefferson County, Kentucky 
Abstract: This rulemaking issued a Federal Implementation Plan (FIP) for Jefferson County, Kentucky that allows EPA to issue permits for sources that undertake construction or modification for greenhouse gas (GHG) emitting sources until a corrected SIP to cover Jefferson County, Kentucky is submitted by the Louisville Metro Air Pollution Control District (permitting authority for Jefferson County) and EPA approves this submission. In a final "GHG PSD SIP Call" rule, EPA required Louisville Metro Air Pollution Control District, through the Commonwealth of Kentucky, to revise its state implementation plan (SIP) for Jefferson County, Kentucky by January 1, 2011. However, as of that date, EPA had not yet received a corrected SIP to address the Louisville Metro Area prevention of significant deterioration permitting program. Accordingly, EPA issued a notice of "Finding of Failure to Submit", and concurrently issued a FIP for Jefferson County, Kentucky.
