Under the Clean Air Act Amendments of 1977, EPA is required to review and if appropriate revise the air quality criteria for the primary (health-based) and secondary (welfare-based) national ambient air quality standards (NAAQS) every 5 years. On January 13, 2013, the EPA published a final rule revising the NAAQS for particulate matter to provide increased protection for public health. The current review included the preparation by EPA of an Integrated Review Plan, an Integrated Science Assessment and, a Policy Assessment, which included a risk/exposure assessment, with opportunities for review by EPA's Clean Air Scientific Advisory Committee and the public. These documents informed the Administrator's proposed decision to retain the standards. The proposed decision was published in the Federal Register with opportunity provided for public comment. The Administrator's final decisions took into consideration these documents, CASAC advice, and public comment on the proposed decision. On December 18, 2020, the EPA published a final decision retaining the standards. On January 20, 2021, President Biden Executive Order 13990 on Protecting Public Health and the Environment and Restoring Science to Tackle the Climate Crisis which directed review of certain Agency actions taken from January 17, 2017, until January 20, 2021. In addition to that review, the EPA is reviewing several petitions for reconsideration of the final decision.
