Abstract:
This action involves adding two alternative monitoring methods to the existing Portland Cement final rule as short term solutions to a timing issue relative to compliance demonstrations. Calibration gases and mercury generators are just now becoming available, which are needed for compliance demonstrations relative to the hydrogen chloride (HCl) and mercury continuous monitoring requirements of the Portland Cement Industry final rule. However, they will not be widely available in time for operators that requested extensions from the previous September 9, 2015, to meet their new September 9, 2016, deadline. For this reason, we have developed a direct final rule/parallel proposal to resolve these issues. (Note that these changes affect only kilns that have inline raw mills and have elected to use a mercury continuous emissions monitoring systems rather than sorbent traps, and/or kilns that do not have HCl controls, which are required to continuously monitor for HCl.) The direct final rule includes: (1) revised quality assurance language that allows facilities an alternative approach to ensuring the validity of their mercury readings at high concentrations; (2) an additional alternative method for HCl compliance that requires a yearly stack test along with the HCl monitors performing as parametric monitors instead of direct continuous monitoring; and (3) removal of temporary provisions as part of the residual risk and technology review proposal (June 2017), as we expect the calibration gases and generators to be widely available at that point in time.
