| Title: High Production Volume (HPV) Chemicals; First Group of Chemicals | |
| Abstract: High production volume (HPV) chemicals are manufactured (including imported) in the aggregate at more than 1 million pounds on an annual basis. The HPV Program, officially launched in late 1998, was created to ensure that a baseline set of data on approximately 2,800 HPV chemicals would be made available to EPA and the public. Chemicals were identified for this program through data reported under the TSCA Inventory Update Rule (IUR) during 1990. Mechanisms to collect or, where necessary, develop needed data on these HPV chemicals include the voluntary HPV Challenge Program, certain international efforts, and test rules issued under section 4 of the Toxic Substances Control Act (TSCA). The first in a series of test rules under TSCA section 4(a)(1)(B), was proposed in 2000 and applied to what is now known as the "first group" of 37 identified chemicals. See separate entries for information about the other groups of HPV chemicals. Although the testing varied based on the specific data needs identified for the particular chemical, the data generally collected under this rule includes: acute toxicity, repeat dose toxicity, developmental and reproductive toxicity, mutagenicity, ecotoxicity, and environmental fate. Data developed under this rule will provide critical information about the environmental fate and potential hazards associated with these chemicals which, when combined with information about exposure and uses, will allow the Agency and others to evaluate potential health and environmental risks and to take appropriate follow-up action. When finalized in March 2006, the number of chemicals included in the first final rule was reduced to 17 based on new information on annual production volumes, worker exposure, and commitments to the voluntary HPV Challenge Program. In December 2006, based on new information indicating a lack of potential substantial worker exposure, the Agency revoked the requirements for coke-oven light oil (coal) (CAS No. 65996-78-3) from the HPV test rule. In 2010, EPA expects to remove another chemical. | |
