Title: Electronic Reporting; Revisions to Notification Regulations for TSCA Section 5 Premanufacture and Significant New Use Notification 
Abstract:

On July 20, 2015, EPA promulgated a direct final rule to amend the Toxic Substances Control Act (TSCA) section 5 electronic reporting regulations. These electronic reporting regulations establish standards and requirements for use of EPA's Central Data Exchange (CDX) to electronically submit premanufacture notices (PMNs), Significant New Use Notices, and other TSCA section 5 notices and support documents to the Agency. The direct final rule extends the electronic reporting requirements to submissions of "bona fide intents to manufacture," changes the procedure for notifying EPA of any new manufacturing site of a chemical substance for which an exemption was granted by EPA, provides the user community with new methods for accessing the e-PMN software, and implements changes to the CDX registration process and the electronic submission procedures to make them consistent with the procedures for other TSCA electronic submissions.
