Title: ●Formaldehyde Emission Standards for Composite Wood Products; Voluntary Consensus Standards Update (Fourth Update) 
Abstract:

EPA adopted several voluntary consensus standards for incorporation by reference (IBR) at 40 CFR section 770.99 in the final rule Formaldehyde Emission Standards for Composite Wood Products to implement the Formaldehyde Standards for Composite Wood Products Act, which added Title VI to the Toxic Substances Control Act (TSCA). The National Technology Transfer and Advancement Act (NTTAA) (15 U.S.C 272) directs agencies to use voluntary consensus standards in their regulatory activities unless the Agency provides Congress, through the Office of Management and Budget, with an explanation of why the standards would be inconsistent with applicable law or would otherwise be impractical. IBR occurs as part of rulemaking efforts that require the use of voluntary consensus standards, and is governed by 1 CFR Part 51 which requires that federal agencies may only use specific editions of a standard. EPA intends to request public comments on a proposed rule that would update several voluntary consensus standards under 40 CFR section 770.99.
