Abstract:
The EPA is amending its regulations implementing Title VI of the Civil Rights Act of 1964 (Title VI”); to align the conduct prohibited by its regulations to the conduct Congress intended to prohibit when enacting Title VI, and relatedly to implement changes required by Executive Order 14281. These amendments also align EPA’s nondiscrimination complaint processing procedures with those of over twenty other federal agencies, thereby giving EPA comparable flexibility and discretion in handling its complaint investigations and resolution.
