Title: Disadvantaged Business Enterprise; Overall Goal Schedule and Substitution 
Abstract: This rulemaking would propose that recipients submit goals to DOT operating administrations every three years, rather than annually, as a means of reducing administrative burdens. It also proposes that prime contractors would have to obtain the consent of recipients before replacing a DBE after contract award.
