Title: Periodic Revisions to Denied Boarding Compensation and Domestic Baggage Liability 
Abstract:

This final rule, in accordance with existing regulation, raises the liability limits for DBC that U.S. and foreign air carriers may impose from the current figures of $775 and $1,550.  Also, in accordance with existing regulation, this final rule raises the liability limit U.S. carriers may impose for mishandled baggage in domestic air transportation from the current amount of $3,800. The new figures are  calculated based on the July 2024 CPI-U. Current DOT regulation provides for the periodic review and, as necessary, adjustment of DBC and domestic baggage liability limits.

Overall Description of Deadline: The Department intends to issue this final rule before the end of this calendar year because publication in the next calendar year will require using the July 2025 CPI-U index, which will delay the rule into August 2025. The Department last reviewed and adjusted these numbers in 2021.
