Title: ●Eligibility of U.S.-Flag Vessels Measuring Less Than 100 Feet To Obtain Commercial Fisheries Documents (USCG-1999-6095) 
Abstract: This rulemaking will increase the percentage of stock required to be owned by U.S. citizens in corporations owning fishing vessels by citizens from 51% to 75%. The rulemaking will also provide that fisheries endorsements will become invalid if a documented fishing vessel is chartered or leased to a person who is not a citizen or to an entity which is ineligible to own a documented fishing vessel. In addition, regulatory restrictions must be developed prohibiting documentation of certain vessels with a fisheries endorsement if they are mortgaged to an entity not entitled to own documented fishing vessels. Finally, the regulations must be amended to reflect the repeal of the "grandfather" provisions of the Commercial Fishing Industry Vessel Anti-Reflagging Act of 1987. This rulemaking supports the Coast Guard's strategic mission of protecting marine resources.
